[*-CA] Recent CRTC Decision

While I support VoIP providers having to offer 9-1-1 service to their
subs, I was not to impressed by the 90 day time frame. Unfortunatly,
it will have the effect of limiting the number of entrants in the
market to larger players who can afford to become a CLEC and/or train
a quantity of staff to handle the 9-1-1 calls before passing them off
to the correct PSAP (which in my mind has some very scary
implications).
